Honda wants to deliver big upgrades with 14 available tokens

They also target very big upgrades rather than multiple small steps, according to Honda motorsport Chief Yusuke Hasegawa. Mercedes, Ferrari and Renault all spent their first power unit development tokens of the season during the Russian Grand Prix weekend, but Honda has not spent any of its engine tokens since the 2016 F1 season started.
